Can you share the 'how to's' of carpool incentive programs? In the Houston, Texas area (Houston Galveston Area Council) we have been wanting to implement a Carpool.
People who want to join fill out an application form and in return get an ID that is accepted by the cab company with whom whoever is running the program has a contract. Typically the operational costs of a GRH program are low because people rarely use it. But GRH is critical to the success of any carpooling program since it functions as the security blanket that communters need to know is there before they'll take the plunge and switch modes. In order to use GRH the commuter must 1) be registered for the program; and 2) have commuted that day via an alternative means of transportation other than an SOV. Most major cities have GRH programs in place. The Atlanta Regional Commission funds their entire GRH program with CMAQ funds. The contact is Bob Ransom at bransome@atlreg. For the first three months of ridesharing or using nonmotorized transportation, a person will earn $2 in gift certificates per day of participation. At the end of three months, those who continue to rideshare receive a card entitling them to discounts from participating merchants. The California State Legislature exempted companies and organizations employing less than 2. Within the South Coast Air Quality Management District, Trip Reduction programs are an alternative compliance option for larger employers who would otherwise be required to meet specific emission reduction targets. We have brochures we can send you, and I'll have my assistant who runs our program give you a call. We have waivers of liability and other helpful forms already developed which you can use!***** MORE INFO ************************************************************** We have not had mandatory employer- based trip reduction requirements in California for over four years.(SB 4. Lewis in 1. 99. 5 disallowed mandatory EBTR). Everything related to employer- based activity is done on a voluntary basis now. Our Carpool Incentive Program only provides carpool gas scrip of $2. Each carpool participant has to provide the names, addresses, work addresses, phone numbers and signatures for each rider. If a carpool has been operating already for more than three months, they are not eligible. We also have a waiver of liability that each has to return signed, before any incentive gas scrip is sent out. We do not have incentives for those who bicycle or walk, other than during Rideshare Week. We add about 5. 00- 6. Because of our funding (Air District and some of our 1/2 cent sales tax), we can only give incentives to those who have otherwise been driving alone. We also don't get credit for those who continue to carpool after the year of the incentive, even though we know through follow- up surveys that more than 7. We also have a Transportation website (www. Our elected officials grapple with the dilemma of how to encourage and show appreciation to all of those who already carpool, vanpool, telecommute, etc.; however other than on a very few promotions during the year, there is no way to so. Jeff Jones- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- ((COMMENT))Parking Cash Out is great in some circumstances but not all. Suburban business parks present a particularly difficult administrative challenge. Often, parking spaces there have little value - not enough to convince employees to give up their cars. Even if employees take advantage of the offer, public transit service is often limited in the suburbs. Enforcement is another issue. Employers will take the heat if employees take the cash but continue to park in a nearby lots or in adjacent neighborhoods. Also, how do we manage PCO at multi- tenant employment sites? Further, multi- site, multi- state employers have problems with benefit parity. A mandated, one- size- fits- all parking cash out law can't work. Best for us to work on educating employers about the parking cash out concept, let them work with the community to implement PCO programs where such programs have a chance of being successful. Dick Fitzmaurice. Camino Ramon 2. W8. QSan Ramon, CA 9. COMMENT))All these parking cash- out issues can be addressed, and there are a few in operation in So Cal. One key issue is what value to put on parking, and we came up with three valuation methods for SCAQMD, together with an Employer Guide. The easiest valuation is from a nearby private parking lot sign, $5 daily. Even in So California, employers in high rise buildings with parking structures do not pay for parking for most employees, and the building charges monthly fees. It is also possible to use employer accounting data or valuations of improved parking lots or garages, if available. Neighborhood parking spillover can be addressed with supervision, spot- checking, etc. People getting money by fraud can be fired. A useful technique for regional ridesharing people: find the employers with parking problems and go for them. The TDM Task Force did sessions and discussions on parking cash- out that I chaired on 4 successive Januarys at TRB in the early 9. Dan Benson.
